Depends on what type of fish he likes to pursue and “how” he likes to fish for them!
Is he a fisherman? If so, he will already have certain “likes and dis-likes” about fishing outfits, lures, general equipment, Etc you’ve planned on surprise purchasing.
Best to get him a gift certificate to Cabelas or a local tackle store.
“Generally”, a medium action spinning outfit would be a good bet, (He could fish Trout/Walleye/Bass with this outfit).
How much are you willing to spend?

If you’re willing to spend good money for a rod and reel that will last 10+years get a shimano symetre reel that holds 10-14 lb. test and a medium berkley lightning rod. This combo has great feel and sensitivity. That will run you around $100. This is an all around great combo for anything such as walleye, bass, pike, etc. As for tackle – walleye like live bait so you could get 1/4 oz. jigheads, bass and pike like spinnerbaits, and lipless crankbaits as well as live bait. Cabelas has the reel on sale.
